Yup, 4pm is definitely doable. You can drive to everett first and then eat somewhere close to the tour location, that way you won't be stressed about not reaching the tour in time. Not sure about if you have specific food preferences, if you are looking for general food options, there is everett mall just 4-5 miles away and it has a food court.
