The Power Plant tour takes you down to see the penstock (the big pipe the water goes through) and the turbine room. Then the Dam Tour goes from there to the vent on the face of the dam and then to the lake side of the dam to an inspection tunnel. You come out up in the middle of the dam. I highly recommend doing the full tour.

First time was the 'Hoover Dam' general tour and the second time (Feb 2017) was the 'Power Plant' tour - as the general Hoover Dam tour had a couple hour wait time to join it.
