HI, True snorkelling none that I know that are safe, as you'd be snorkelling off the rocks, and any known reef off the SC according to my diving niece are to deep, although Old Woman Island (Mudjimba Island) has tours.You may strike a calm day and snorkel the rocks off the headland beaches, if you do something like this please do it at a dead low or high tide.
