OK, short answer, most folks will say no to Tijuana for a few hours, especially with children. The wait to enter the US on the way back can take a hour or two easily. If you want to check out Mexico, look at a day trip to Ensenada, and I would take a tour.. I would do a search (above) with "Tijuana" in the San Diego Forum for more comments.. Edited: 7 years ago
