The Russian Cobra Submarine is centrally located in Seattle at Pier 48 on the Seattle waterfront at the foot of Main Street. Pier 48 is the next pier south of the Colman Ferry Dock where you catch ferries to cross Puget Sound to the cities of Bremerton and Winslow. There is lots of parking in the Thrifty Parking Lot right at the head of the pier.
