I think you may be mixing up the tours. The Tourmobile includes the cost of the Arlington National Cemetery tour and will take you there. The Old Town Trolley does not include Arlington Cemetery. You can also purchase tickets just for the Tourmobile tour of Arlington Cemetery. Hope this helps to clarify.

Tourmobile is the only one that can drive through Arlington Cemetary. We chose Old Town Trolley because of its stop at the National Cathedral - it is fantastic! Also, though Old Town Trolley can drive through Arlington, it does go to Arlington and simply stops in the parking lot and then you have to walk through the cemetary yourself.
