We used Easy Tour Ireland in 2012 - great rate, paid exactly what we were quoted, and they even completely refunded our charge for the GPS with no hassle after we returned the car (we complained that the touchscreen was very sensitive and made it very difficult to input addresses). The service at the airport where we checked in, then at the car pick and drop off site, was very professional.

Just finished 9 day tour of Southern Ireland. Rented car from Easy Tour Ireland. Picked up car in Dublin downtown and returned to Dublin Airport. Cost was all inclusive, got an upgrade to a nice SUV and because I joined the the Hertz loyalty program (free) when I booked months ago, got free GPS and free extra driver as part of a promotion.

Just booked with Easy Tour Ireland - first time with an 'agent' for me and I don't actually pick up the car til 23 May. Quote includes SCDW, only tires/wheels excluded. It was definitely the lowest all inclusive price I obtained, but not such a great difference as described by the OP.
